These are made available to medium and large enterprises through collaborators like consultants, brokers, third-party administrators, enrollment specialists, and technology providers. Established in 1999 and headquartered in New York City, the company operated as ING U.S., Inc. until rebranding to Voya Financial, Inc. in April 2014.
